Constitution for the Queen Street Dart League
This Constitution was amended last on April 04, 2006.
Article 1 - Mission Statement
The Queen Street Dart League (Q.S.D.L.) exists as a downtown alternative for organized darts. The purpose of the Q.S.D.L. is to provide a fun and competitive darts atmosphere for the league members, players, and pubs alike.
Article 2 - Executive Committee
- The Q.S.D.L. is governed by a duly elected executive committee consisting of the President, the Vice-President, three Directors and the Past President. The role of the President is to oversee the general operations of the Q.S.D.L. The role of the Vice-President is to provide a counter-balance to the President on the Executive Committee, and to assume the role of the President when the President is not present or is in a conflict of interest position. The Directors are to act as liaisons between the League members and the Executive Committee. The position of Past President is reserved for the immediate Past President of the Q.S.D.L. The duties of the Past President will be assigned as required by the Executive. If the immediate Past President of the Q.S.D.L. is unable or unwilling to serve in an Executive capacity, the position will be vacant. The position of Past President is a non voting position.
- The Executive Committee is to be elected by team representatives at the Annual General Meeting of the Q.S.D.L. Each team is allowed one vote for each position on the Executive Committee. The President is elected for a 2 year term in order to provide continuity to the Q.S.D.L. All other positions are for 1 year only. The position of President is restricted to former Executive Committee members.
- Once elected, the members of the Executive Committee will choose a Treasurer from the Committee. The treasurer is responsible for all collection and disbursements of league fees and dues. All league disbursements will require at least two Executive Committee signatures. The Executive Committee will elect the signing officers. The treasurer will provide financial records for the Q.S.D.L. on demand of the Executive Committee. The Executive may also appoint the positions of Webmaster to maintain the League website and Statistician to record and report League Standings and Top Player stats. When no member of the Executive is capable or willing to undertake the position of Webmaster or Statistician, the League will appoint these positions from the membership.
- Each Executive Committee member has a vote on all matters pertaining to the Q.S.D.L., except matters that present a conflict of interest for that member, which would disqualify them from voting on that issue. All Q.S.D.L. votes are to be decided by a simple majority vote. In the event of a tie vote, the President's vote will be considered the tie-breaker. A quorum of three voting members of the Executive Committee, one of whom must be the President or the Vice-President, is required for a binding vote by the Committee.
- With the exception of the position of Past President, if there is an Executive Committee vacancy, the Executive Committee may appoint a replacement from the league membership for the remainder of the term.
Article 3 - League Membership
- The Q.S.D.L. is an equal partnership of pubs, teams, and players. Each pub, each team, and each player is to be considered a member of the Q.S.D.L. All members are to act with decorum and respect at all times during Q.S.D.L. functions. All members must remain in good standing. All discipline matters must be reported to the Executive Committee, in writing, within 5 days of their occurrence. The Executive Committee will decide what, if any, action is required as a result of a discipline matter.
- The Executive Committee decisions can affect members' good standing in the Q.S.D.L. Loss of good standing could result in expulsion from the Q.S.D.L. Executive Committee decisions on discipline matters are subject to written appeal within 15 days of the decision.
- During League play, all members must comply with the Rules and Regulations of the Q.S.D.L. as supplied at the start of the season.
Article 4 - Refused Entry
- In the event of players being refused entry to certain pubs within the league, the Executive Committee will act in order to minimize the effect of said refused entry upon league operations. The Executive Committee reserves the right to award points, to deduct points, to forfeit points and/or reschedule games in order to minimize the effect of refused entry upon league operations. The Executive Committee recognizes the right of pubs to refuse entry to individual players, but the Q.S.D.L. requires the pubs to notify the league in writing of refused entry.
Article 5 - Delisting
- If, during the course of the season, the Executive Committee determines that 1(one) team is upsetting the competitive balance of the league, the Executive Committee reserves the right to award the standings championship, and whatever awards come with the standings championship, to that team and to remove that team from the weekly standings and playoff eligibility. This process is called "delisting".
Article 6 - Registration and Duties
- Each year there will be a registration meeting in September. Teams and pubs will be notified of this meeting. An annual fee will be charged to enter a team in the Q.S.D.L. The amount of the fee is to be determined by the Executive Committee. A team will be considered registered for league play when the annual fee and a completed team registration form have been received by the Treasurer. A player will be considered registered for league play with that team when their name appears on a score sheet indicating a game played on a league night.
- Pubs are required to provide unfettered access to the playing areas for league players on scheduled league nights. Pubs are required to keep boards and playing areas in good repair. Pubs are not obligated to provide complimentary snacks to players on league nights, but it is a practice that most pubs do follow.
- The Executive Committee will provide rules of play, schedules, player & team statistics and score sheets. Awards and a year-end function open to all league members will also be provided.
- All members have a say in how the Q.S.D.L. is operated. This is your dart league. All members are expected to uphold the aims and ideals of the Q.S.D.L.
- The constitution of the Q.S.D.L. can be opened for amendments by virtue of a simple majority of team reps at the Annual General Meeting.
